I own a Long Model 2310 and when I shut it off, the fly wheel locks up and starter will not turn the engine. I can remove starter and turn flywheel manually until flywheel frees up and tractor will start.

Any suggestions on how to fix this problem.

I'm not sure how you determined the engine is locked up before the starter is removed. If it is, I'd guess worn or broken starter pinion gear or flywheel ring gear. If it's a solenoid type starter drive, most starters have a spec for pinion gear clearance and that should be checked. They generally are adjusted by shims. I did have an old car with a bendix starter drive lock up the engine because the bushing for the bendix drive shaft in the bell housing was shot. 'Fraid I have to say that was the result of some dumb maintenance on my part. ....
