Go BottomCase 2096 3 point hitch wont work

I have just bought this tractor to replace my smaller white 2-55. Engine and trans are ok. Fluid levels are good all hitch cables working ok. Loader is working fine Anybody seen or heard of this problem, and possibly a fix for this.

There should be a rate of descent adjustment knob under the seat, if it's completely closed the 3pth is frozen and won't move at all.

I don't know of the knob, is it down or up? Variable by the draft control position? ....

I was unable to find a descent knob, maybe it doesn't have one. its Currently in the up postion I have the draft sense all the way forward and the other control set to lower. it did drop down a couple nights ago but would go back up. the when I was using it, it decided to go up. I double ckd the levers and cables all are attached and tight ....
